Animal Law Guild Conference 2016 is the third annual conference for the Animal Law Guild. This year's conference will focus on various difficulties companion animals face in our society and how activist legislation is changing the fate of millions of animals. This informative conference will feature leaders from across the nation who have been instrumental in changing the legal landscape and expanding protections for animals through legislation, litigation, lobbying, education, activism and grassroots advocacy.

9:30-11:00 a.m. PANEL DISCUSSION ON GAS CHAMBERS AND EUTHANASIA

In this session, Dr. Steven Feldman, DMV, will give an overview of various euthanasia practices utilized in the 153 Years of Animal Care in the City of Los Angeles. Joe Dwyer will then give his first hand experience of the "gas chamber" method through his experiences with Daniel - the miracle beagle who survived being locked in a gas chamber that killed the other eighteen dogs with him.

11:10-12:00 a.m. PET HOMELESSNESS AND THE RENTAL HOUSING INDUSTRY
• Inga Fricke, Esq., Director of "Keeping Pets in Homes" campaign, The Humane Society of the United States
• Introduction by: Celia Cho, Esq., Law Office of Celia Cho, ALG Conference 2016 Co-Chair
Inga Fricke, Esq. will discuss that while more and more rental housing is opening up to pets, an inability to find rental housing remains the #1 cause of pet homelessness due to "pet-friendly" rental housing typically including arbitrary breed and size restrictions (which directly contributes to the surrender of at least 500,000 pets to our nation's animal shelters each year).

12:30-1:30 p.m. MICROCHIP WARS
• Brian Chase, Esq., General Counsel, Found Animals
• Introduction by: Danielle Lowy, Esq., Animal Activist, ALG Conference 2016 Co-Chair
Brian Chase, Esq. will provide an overview of several current hot topic issues surrounding micro chipping including mandatory micro chipping laws, proof of ownership in pets, outlining the benefits and disadvantages of the more animal rights focused approaches to resolving ownership disputes. Mr. Chase will also bear light on "The Microchip Wars", a series of lawsuits in which the major microchip companies found themselves in litigation over the intellectual property governing microchips and how it all shook out, including the differences between ISO and non-ISO chips - and why that difference is so important. Lastly, Mr. Chase will discuss the issues that arise surrounding privacy considerations given to the millions of pet owners who relinquish their private information in the hopes of being reunited with a lost pet at some point in the future.

1:45-2:45 p.m. VICIOUS DOG LEGISLATION: A CASE STUDY

This session led by Ledy VanKavage, Esq., will give a thorough review of the challenges, strategies, and alliances in animal welfare legislation through the “vicious dog” statutes across the United States, and specifically here in California. Attendees will learn about the movement to get rid of the "vicious" stigma on victims of cruelty seized from fight busts on state and local levels and find out how to reframe humane arguments to secure legislative passage of more dynamic laws.
